Background Information – WFP
The United Nations World Food Programme (WFP) is the largest humanitarian agency fighting hunger worldwide. Since 1961, WFP has pursued a vision of the world in which every man, woman and child has access at all times to the food needed to lead an active and healthy life. On average, WFP reaches more than 80 million people with food assistance in 75 countries each year. WFP was invited by the Chinese Government to begin joint humanitarian and development activities in 1979, when more than 1 in every 3 people in China were hungry.

Duties and Responsibilities
Under the general guidance of the Director of WFP China Office, the Programme Policy Officer will perform the following key responsibilities;
1. South-South/Trilateral Cooperation programs (Study Tour/Training/ Seminar/Workshop/Technical Assistance/Other Events):
• Supports the implementation of annual work plans and supports budget and resource tracking of South-South/Trilateral Cooperation(SSC) programs in line with the WFP Strategic Plan and WFP China Country Strategic Plan;
• Makes preparations and arrangements of SSC programs in full consultation with stakeholders concerned;
• Contributes to successful implementation of SSC programs with timely reports;
• Drafts an annual report on SSC programs conducted, with in-depth analysis and innovative suggestions;

2. SSC Knowledge Services (Case Study/Panel /Policy Service):
• Leads case studies on, identifies and documents successful experiences and best practices developed in China as well as in other developing countries in agricultural and rural development, food security and nutrition, for sharing through WFP’s broader corporate knowledge networks;
• Promotes establishment of the Panel on Rural Transformation to serve knowledge and experience sharing in food security and smallholders sustainability;
• Supports and coordinates Panel consultancy activities aligned with mandate of WFP China;
• Prepares policy analyses, technical papers and strategy documents relating to SSC for internal and external use; coordinates with the Government counterparts and various stakeholders for effective coordination and policy dialogue on SSC;

3. SSC Online Learning Service:
• Contributes to establishment of an online Knowledge-Sharing Platform to enhance learning successful experiences, best practices and new initiatives in SSC;
• Contributes to database establishment and updates with practical agricultural technology, case study materials and innovative ideas that can be replicated elsewhere;
• Prepares to create an online community of individuals and organizations promoting and maximizing the exchange of information and data flow;

4. Partnerships development:
• Supports in developing strategic partnerships with various governmental and inter-governmental agencies, NGOs and private sector to support SSC programs;
• Coordinates with relevant partners to monitor SSC program progress;
• Support the identification, development and management of potential partnerships with key stakeholders and effective relationship with donors across the core thematic areas.

5. Performs other duties as and when required.
Qualifications and Experience:
• Education:  Advanced University degree with minimum 3 years work experience, or, First University degree with minimum 5 years of work experience in business administration, social sciences, sciences, economics, agricultural economics or a related field.

• Experience: Experiences in South-South/Trilateral Cooperation, preferably minimum two years at management levels; experiences in development and capacity building in developing countries, preferably in China is an asset;

• Knowledge & Skills: Demonstrated ability to engage at the highest levels with donors and development agencies, government officials and UN Agencies;  Knowledge of international and national best practices in the field of South-South Cooperation and a proven ability to adapt and implement them in the local working environment; Excellent writing skills, as well as strong analytical aptitude, communication and presentation skills are required; knowledge with e-learning technologies and web-based management systems are preferable; demonstrated capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment; good interpersonal skills, teamwork spirit and ability to work in multicultural settings.

• Language Requirements: Excellent command of written and spoken English and Chinese.
