Background Information – WFP
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. Since 1961, WFP has pursued a vision of the world in which every man, woman and child has access at all times to the food needed to lead an active and healthy life. On average, WFP reaches more than 80 million people with food assistance in 75 countries each year. WFP was invited by the Chinese Government to begin joint humanitarian and development activities in 1979, when more than 1 in every 3 people in China were hungry.

Duties and Responsibilities
Under the general guidance of the Director of WFP China Office, the Programme Policy Officer will perform the following key responsibilities;
1. Supports general management of Domestic Programs that aim to reduce poverty and vulnerability and enhance food security and nutrition in China:
• Accounts for drafting programme documents for domestic program in line with WFP regulations;
• Coordinates with key stakeholders especially those in Public Private Partnerships (PPP) for partnership and program resourcing in whole process of domestic programs;
• Supports the identification, development and management of potential partnerships with key stakeholders and effective relationship with donors across the core thematic areas.

2. Contributes to the formulation of Domestic Programs to reduce poverty and vulnerability and enhance food security and nutrition in China:
• Identifies areas for supports and interventions in line with WFP Strategic Plan and official development plans of Chinese Government;
• Drafts domestic program proposals for WFP support based on the assessment of the relevance and justification of program applications;
• Designs and formulates program plans for approval;

3. Supports implementation of the Domestic Programs:
• Builds and manages relationships with national partners to support program implementation;
• Formulates and reviews program implementation plans to ensure proper program progress;
• Provides program advisory support to the field operation;
• Responds to any potential problems properly;

4. Conducts monitoring of the Domestic Program Implementation:
• Oversees rational use of program inputs in line with program plan;
• Monitors program progress in line with the program implementation plan;
• Provides accurate and timely reports;
• Supports evaluations of the Domestic Programs;

5. Supports advocacy, knowledge building and communication efforts for Domestic Program:
• Participates in meetings and policy dialogues on issues related to Domestic Program on behalf of WFP, as necessary;
• Contributes to the development of advocacy strategies and oversees their implementation;
• Contributes to the identification and synthesis of best practices and lessons learned for global dissemination.

6. Performs other duties as and when required.

Qualifications and Experience:
• Education: Advanced university degree with minimum 3 years work experience, or, First university degree with minimum 5 years of work experience in business administration, management, social sciences, sciences, economics, agricultural economics or other field related to development assistance.

• Experience: Experience in policy and strategy development; experience in development, implementation, monitoring and evaluation of development projects; experiences in working with international programmes/projects; experience working in the relevant field (i.e. rural development, agriculture, enhanced food security and nutrition)

• Knowledge and Skills: Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools; demonstrates ability to successfully manage complex projects, and achieve outcomes and financial targets; demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring; good interpersonal skills, teamwork spirit and ability to work in multicultural settings.

• Language Requirements: Excellent command of written and spoken English and Chinese.
