Under the general  supervision of the  Director of China  Office, the incumbent  will be responsible for the management  of the  office finance and  ensure the  efficient and effective  operations of the  Unit.Specifically, the incumbent will perform the following responsibilities and tasks:
Financial Accounting:

  • Initiate payment vouchers (vendor payments, payroll, overtime, travel claim, reimbursement etc),journal vouchers, receiving vouchers according to WFP financial rules and regulations, check all invoices for accuracy and totals as well as calculation. Verify claims for accuracy with WFP financial rules and regulations, perform verifications against documentation to ensure that purchases/services are properly authorized and that the goods has been received or services rendered.
  • With minimum supervision, extract and input data from various funding sources in financial system, take corrective action as necessary.
  • Prepare payroll by executing validity checks on monthly payroll record in PASport system, record Fix-term staff cost and reconcile with payslip and UNDP data upload.
  • Request VAT refund to Ministry of Foreign Affairs on quarterly basis.
  • Manage Third Party Agreement account for IFAD China, produce Statement of Expenditure (SOE) and report installment request when appropriate.
  • Provide advices to the Management on WFP financial and accounting rules, regulation,procedures& policies.
  • Prepare bank reconciliations and monthly financial closure. Monitor staff/vendor open items andconduct analysis, ensure timely clearance of outstanding items.

Budget Control:

  • Monitor and report on the status of various funding sources including provide periodical Budget Status report and WINGS fund consumption reports to management.
  • Maintain proper control on budget pre-commitment, commitment, clear unused items by observing Fund Consumption Report.
  • Prepare annual, biennial or triennial budget plan.

Cash Management:

  • Manage petty cash accounts and ensure that funds are spent in accordance with WFP financial rules.
  • Ensure that the cashbook is properly managed. Close monitor bank account balance in USD and CNY bank account, initiate replenishment request to HQ Treasury Unit.
  • Ensure cash safety and restrict access to the safe. Call for unannounced cash counts on a periodic basis.

Any Other Business:

  • Ensure that timely responses are provided to internal and external audit observations.
  • Negotiate with UNDP on annual cost sharing agreement. Negotiate internal cost-sharing memo with DPRK Country Office.
  • Liaise with the relevant sections of the WFP headquarters and regional bureau and banking institutions on finance related matters, and provide reports required by the Director and the headquarters (e.g. Dubai Vehicle Self Insurance Scheme, SC/SSA Health Insurance Premiums,IT per-capita).

Certain working time will be allocated to DPRK related financial issues including:

  • Receive and process payments authorization from WFP DPRK Country Office for the payments to China suppliers through china banking system.
  • Provide offshore financial support to international staff on payment requests from DPRK Country Office – monthly salary, travel and entitlement payment, report Cash-in-Transit declaration to HQ.
  • Critically scrutinize air tickets payable and settle to UN travel agency.
  • DPRK Beijing Support Unit administrative financial management – recurrent telecommunication,cleaning, rental and utilities payments.
  • Local staff payroll – seconded staff, SSA/SC (if any) in PASport, fix-term contract staff and its Petty cash daily management.
  • VAT refund, VAT receivable adjustment, and government customer account clearing in financial system.

Education:
Secondary school education including or supplemented by courses related to the area of work.
Experience:
At least four years of progressively responsible clerical work experience in general administrative work including at least two years in the field of finance, accounting, audit,administrative services or other related field and at least one year at the G4 level or equivalent.
Knowledge:
Experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems. General knowledge of UN system financial policies, rules, regulations and procedures.
Language:
Fluency in both oral and written English and in Chinese.
