Under the general supervision of the Country Director of WFP China Office, the job holders will be responsible for delivering accurate and efficient administrative and HR service to the office.

Background:
At this level job holders are expected to take responsibility for completion of a range of administrative and HR support activities requiring some interpretation of standard guidelines/ practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to more junior colleagues.

Job Purpose:
To support effective delivery and maintenance of client-focused, value-for-money oriented quality administrative practices and to perform a range of HR tasks to support accurate implementation of WFP policies and procedures. 

Key Responsibilities:
Administrative:

  •  Check the provision of a range of services, including facilities and light vehicle management, travel, protocol related, etc., maintaining information, to contribute to the provision of a safe comfortable working environment. 
  •  Collate and process information including dissemination to support the production of standard documents and reports for the unit, to enable decision-making and the effective management of resources.
  •  Manage  and  maintain  paper  and  electronic  records  within  the  area  of   responsibility  in accordance with established procedures, to ensure swift and easy data access as required.
  •  Undertake  research  and  perform  basic  analyses  of  data,  to  contribute  to  the  provision  of accurate information and effective management of resources. 
  •  Be a first point of contact for internal queries, to facilitate the provision of efficient and effective resolution of daily issues.
  •  Provide inputs to routine methods and practices in own area of work, to support the continuous improvement of services provided.

HR:

  •  Provide assistance on general HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients. 
  •  Provide guidance and on-the-job training to other staff, to support their development and increased knowledge of HR systems and procedures required to perform their duties.
  •  Liaise with other internal units/offices on HR related matters, i.e. payroll, contracts, etc. and provide necessary information in order to enable timely HR services.  
  •  Extract  and  compile  HR  data  on  staff  recruitment  and  selection,  contractual  conditions, entitlements, performance and training requirements, to support analysis and reporting needs.
  •  Provide administrative support in various HR activities in the areas of work allocated by the professional officer including on boarding of new staff members in compliance with relevant processes and procedures.
  •  Maintain confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards.
  •  Draft  various  HR  documentation  required  for  the  specific  area  of  work  (e.g. employment contracts, transfer letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines. 
  •  Use  HR  management  systems  for  entering  and  updating  a  variety  of  HR  data  including assistance  in  monitoring  various  deadlines  (e.g. contract expiration,  PACE,  etc.),  ensuring compliance with the established deadlines and accuracy of HR data.
  •  Support staff deployment and related administrative actions including preparation of basic reports, to facilitate efficient HR service enabling WFP to respond quickly to a crisis.

  •  Ability to perform a variety of specialized activities related to contract, asset management, including organization and conduct of procurement processes, implementation of contract and sourcing strategies
  •  Good communication and interpersonal skills
  •  Willingness to share knowledge and experience
  •  Focus on result for the client and respond positively to feedback with positive and constructive attitude

Education:

University degree in related fields.

Experience:
Five  or  more  years  of  progressively  responsible  work  experience  in  the  relative business stream with experience in administrative and HR work.

Language:
Fluency in both oral and written English and in Chinese. Knowledge of other UN language is an asset.
